I answered the phone in the middle of the night last night.
I said, "Wha... huh... no no, you'll have to call the weather bureau or the coast guard for that information"
I hung up.
My wife asked who it was.
I said, "Some man wanting to know if the coast was clear."
Should i be concerned?

Nothing to worry about unless there's somebody else living in your house besides you and your wife that might be up to no good. I doubt that the guy was trying to get ahold of your wife because he asked the question after he heard your voice.
I would say it was probably a wrong number.

I would advise you to keep an eye out. Watch for suspicious behavior, but I wouldn't think too much on it. It probably was a prank call or wrong number. Otherwise, they wouldn't have kept talking after hearing your voice.
