Exactly what happened? Do you and your best friend happen to look very much alike? Then maybe she really didn't realize who it was until a moment too late. Was she drinking? Then maybe it isn't as bad as "accidentally"-on-purpose kissing someone else when she's sober, but that means you can't trust her when she's been drinking, and you need to have a good long sit-down talk with her about it. If she's the one who told you and she's obviously very sorry for it, then if you can find it in your heart to forgive her and give her another chance, then do. But if you found out from someone else or she's acting like it's no big deal, then maybe she doesn't really care as much for you as she should and you gotta either do something about that or let her go.

You can't accidentally kiss someone. She kissed your best friend. On purpose. Do you care? If it bothers you, then decide if you want a girlfriend who kisses your best friend. If you do, fine. If you don't, break up with her.
