I am trying to check and make sure it's either the fuel pump or the regulator, my best guess is the fuel pump relay switch and not the fuel pump. At least thats my hopes.

To make it easy, check for power at the pump. If you have power, then you need a new pump and can eliminate other possibilities.

The fuel pump runs at a constant speed(driven by a 12v source) . The fuel pressure is regulated by the amount of engine vacuum-a decrease in vacuum will usually raise the fuel pressure.The regulator is usually in the close to the engine.If you fallow the fuel lines from the injectors back it should be on top of the engine.It is a black or chrome circle in-line with a vacuum hose coming out the side. You may have to tope the top of the plenium off to see it.If you have a vacuum diagram of the engine it should direct you to it.

If you mean the fuel pressure regulator on that engine its located on top of the engine on the fuel rail in plane sight. it is round you cant miss it. Hope this helps!

It's either under the frame near the door,or in the fuel tank

fuel is pressurized by the fuel pump and regulated by the individual injectors as they pulse.

Pop out the relay and take down to NAPA. They can test it in a couple seconds for free. I'd try that first cuz that year is known for relay problems.
