In case you don't see the pic...It's a "high waisted corset-style pencil skirt". It's black and a bit shiny, and has a high waist with little hooks at the front and lace up back.

This is a gorgeous skirt. You can wear jeweled or lace camisole, sheer blouses with a cami under it, or a silk shirt. Whatever you buy, it needs to be a dressy top.

Did you see the pic of Victoria Beckham arriving for the Tomkat wedding? She was wearing a similar skirt with a white shirt and a great black tie. Another good look would be a "slightly-80s" style button-front silk blouse in a jewel tone (deep purple, jungle green or royal blue). It's a very wintery look that would be difficult to wear with sleeveless tops, but you might be able to find a cute, lightweight cashmere sweater with a crewneck and short sleeves to go with it (kind of "innocent but slutty secretary" look).
PS - With a dress shirt or blouse YOU MUST TUCK IT IN!

In my opinion, there are several ways you could go with this:
one- a satin shirt of a solid color like red
two- a white shirt with ruffles
three- a simple shirt with fabulous jewelry
four- a simple shirt with a jewel tone shoe
