Here is an answer not considered as yet, and one that proves that fear can control AND last for a very long, long time.
Christian Religion (and probably others). Example: If you don't accept god and confess your sins you'll most assuredly go to hell.

The only thing to fear is fear itself, is one philosophy and puts this question in a catch 22. Fear has worked in a very negative way when you speak of tyrannical forces like Nazi's and fascist governments. Or even a brutal child abusing parent or husband to wife, visa versa, or a slave driver like in third world countries etc. History shows us rebellion is inevitable like in the French revolution all the tyranny prior to the days of Marie Antoinette and Louis XVI, by their time it was too late, the oppression and fear had built up so strongly with a deep rooted hatred that they used that guillotine as quick as they would blink an eye. The torture and fear in communist countries is proven to be so severe that when they finally arrived here they were so incredibly excited that they for the most part became so inventive and productive some have out done the American spirit in their work which shows you how much productivity will be accomplished under a good influence versing a negative one. Although if you have a 2 year old that likes to play with matches fear is also incredibly effective to correct this problem of disaster, so in some ways fear is okay because it is a natural instinct, but when it becomes un-natural is when it becomes a severe problem. Everyone excells with happiness, in all subjects. We digress with hatred and oppression even if we succeed the result is still a bad memory that mankind resents and finds no memory of happiness from.

Yes it works, but only if the people also love the ruler (and fear him/her) and additionally fear what would happen without him/her.
Meaning: that the person has control over them and anyone who steps out of line is treated harshly, but those that follow the rules are treated well and thus love the leader. This turns into a situation where the people would fear a life without the leader since they create stability.

It does work but not on all people and it is not everlasting. A historic example could be Women's liberation. People inevitably get tired of being controlled and people do overcome fears and become strong. It is human nature and it is survival of the fittest.
You've heard the expression, "I'm mad as hell and I'm not gonna take it anymore." That's an example of people over cumming submission or fear.

Yes. For short periods. Democracy also works for short periods. Nothing lasts forever. The thing with fear is, people get used to it and eventually overcome it. The best, most recent, example is the Soviet Union: controlled with fear from roughly 1927 to 1988.

Yes surely control through fear works. People will allow most anything to happen long as there is someone or something to keep whatever that they fear from occurring

Ah I think so. I hate anger and some who know me use anger around me to get their way. This I resent and therefore I will never trust them. I don't think of getting even with them , only to get away from them.
