It depends on the top coat they use. I use a UV top coat and with the UV light it cures the polish. If they are only using a regular top coat then no, it won't dry your polish.

I don't think so I have set under those lights for a hour in still get in the car and mess up my nail. after complaining I was told it only dries the top layer. It takes several hours to dry the other coats.

Yes, the black light dries your nails faster than a regular light.
