Technically, you can't.

However, you can increase speed by spending very little money.
Try any combination of these;
1. Get the lowest octane gas you can find.
2. Index your spark plugs.
3. Drill tiny holes in your plugs and dripp the tips into a concave (bowl) shape. It'll shoot a massive flame.
4. Obivously, losing weight helps. Strip off anything on the kart you don't need.
5. Change your gearing (one way increases accelleration lowers top speed, the other way does the opposite)
6. Tune up.
7. Don't use BP gasoline. They've added detergents, ice-guard, ethanol (which turns to water if left in your tank too long).
8. Help it breath better (which may in turn suck more debris into your engine but 'till then you may notice a power increase).

But the two most effective ways to increase speed w/o spending money
1. Have someone soup it up but don't pay them.
2. Steal someone else's go kart.

Now I have officially heard all the dumbest ideas to make a go kart go faster.

The simple truth is.....You can't make anything go faster on it's own power without spending more money.

It's already running at the max, if you adjust the govener on it, it may cause it to go faster for a short time, then will burn up the engine sooner.

Only drive downhill...other than that, keep it tuned properly. Everything else costs money, sorry.
