Technically the USSR is not anywhere since it no longer exists. It's former capital was Moscow.

The Union of Soviet Socialist Republics (abbreviated USSR) (Russian: Сою́з Сове́тских Социалисти́ческих Респу́блик, CCCP (help·info)); tr.: "Soyuz Sovetskikh Sotsialisticheskikh Respublik, SSSR"), more commonly known as the Soviet Union, was a constitutionally socialist state that existed in Eurasia from 1922 to 1991. From 1945 until its dissolution in 1991, it was one of the world's two superpowers, along with the United States.

The USSR stands for the Union of Soviet Socialist Republics. It is no longer referenced by that name. But, it is Russia. When you ask specifically "where" it is located, it is located at the following coordinates: 60 00 N, 100 00 E. Directly above Mongolia and Kazakhstan. :-)
