No. It is not fair. The Zoo keeper is the person who would be with the animal most of the time, it is he who would address the animal. He has to name the animal so let it be him to name the animal.

1. I have not seen any reference to this. Can you share a link to an article for us? I am not sure it this is a true story. Make sure your article is not coming from "The Onion".
2. If it is true, then are there other circumstances that we do not know about. Maybe the zookeeper was specifically told to name to chimp Carl or something and he/she suprised the world with Dubya. Perhaps the zookeeper had other problems going with work.
3. Finally, if it was all true, then a zoo is not the place to drag political muck flinging. A zoo should be enjoyable to all, no matter their political choice, religion, race, or whatever. Imagine this scenario, would you support the zookeeper if he had named the chimp Jesus? How about naming the chimp JonBenét Ramsey? Would you support the zookeeper then?
The purpose of a zoo is to educate people about animals and wildlife. It is not to make fun of a president, popular or not. This is not a case of the suppression of freedom of speech. If the zookeeper had been fired for going to an anti-Bush rally, then you have a case. However, the management of the zoo are perfectly within their rights to have the animals named however they want.
Many zoos depend on the donations of private citizens to keep going. If you suddenly turned some off those supporters by naming a chimp to something that insults them then the zoo will have less donations. Tell me a zoo that is willing to toss away thousands or millions in donations just so they can name a chimp Dubya.

I think we are all entitled to our opinions but a zookeeper is a professional and should act accordingly in the public spectrum. I'm not saying I disagree with the name but he could have chosen something more educational or related to the chimp's natural history.

how fcuking lame! I'd like to have a 'chat' with the zoo director. Zookeepers are hard to find. I would have sat the keeper down and discussed a namechange. You shouldn't fire someone for something so trivial.
Where did this happen?

Both reasonable and fair.
You will probably stir up more support for this zoo keeper jerk if you post this question for the liberals in the politics forum.
In the mean time, I stand by this answer. One can agree or disagree with the president's policies, but total disrespect is just plain ignorant.

I'm not laughing. However, he should have been able to name the chimp whatever he wanted to name it.
