nothing has to be broken, it simply means the dog is no longer capable of breeding by way of a surgical procedure commonly known as spaying(females) or neutering (males)

The dog ws neutered surgically so that he could not reproduce. Also, they lose their drive to hump female dogs on the street, and become more placid and manageable.

Do you mean if a dog race, such as greyhound racing is fixed, that would mean that rigging or fraud occurred. If however you mean the dog it would imply neutering

"Fixed" is slang for spayed or neutered. Nothing was broken but is after the surgery, after they are "fixed".
