I use Wesley's Blechewhite, and a stiff brush, or cleanser and a brush. Hope it works.

Mr. clean makes a tire cleaning sponge that truly works magic on porous surfaces like rubber. Bleach can deteriorate rubber, so be wary of that fix.

did you try bleach and a brush??
mix a little water with bleach.
don't breath the fumes too much

My suggestion use paint to cover it. :) Or you can try Commit. (A cleanser)

try wesley's bleach whitewall cleaner and if that doesn't do it it's not coming out.
