space between toolbars is scrolling "finalizing installation" no response from cursor, just hourglass. What is it finalizing and how long will this take. It has been scrolling this message for about 8 hours.

Sounds frozen.
Press Control+Alt+Delete keys simultaneously.

You will bring up the Task Manager. It will tell you if a program is or is not responding.

If it is not responding, click "end task" to close it, then Restart.

Sometimes a simple "Restart" will not entirely clear the PC's memory and you have to turn it off at the surge protector. Be sure to Shutdown before you turn off the AC. Wait a minute, then turn it back on. See if this helps.

Nope, not working. Here's the thing: if you set up a separate user account for your spouse, the account doesn't include access to the internet. The easiest way to solve this is to use one user account and different e-mail accounts.

Toolbars on which program? If on Windows Explorer or Internet Explorer, you have a trojan spyware application that you need to remove. Download a program e.g.:

http://www.adaware.com
