Now v = rω
= 10 * 2π in./min.
= 20π in./min.
≈ 62.83 in./min.

The circumference of the clock face is two*pi*r = 2*pi*10 = 20*pi inches. the second one hand travels by the circumference in 60 seconds. The linear velocity of the end is 20*pi/60 = pi/3 in/sec.

That 10 inch long hand traces out a circle 10" in radius. That has a circumference of pi times its radius or 31.4 inches. Since the second hand goes 1 revolution (31.4 inches) in a minute its speed is 31.4" per minute at the tip.
