On a job application, etc. when the number of years of school is asked, a bachelor's degree is normally 16 yrs.... 12 yrs of primary education and 4 yrs of secondary education. How long you took to get it is irrelevant as it is considered a 4 yr degree.

no, to get a bachelors degree you need to sit a course and exam that is for that purpose, it's not a matter of the amount of time you spend at school
