Tinfoil is used in colder regions of the country to keep the heat in, they are trying to save money on their utilities. The generator is most likely in case of power failures.

Either .....
A. He doesn't like strong sunlight, and uses the foil to keep the light and/or the heat out, and uses the generator when the power goes out.
OR
b. He's a drug maker and you need to call the police and have his premises searched on suspected narcotic activity. I'd wait until I'm sure he's either asleep or not at home, then just go as close to his house as you can without being seen and sniff around for odd smells. If you smell strong chemical smells, he's cooking drugs in his house.

He is obviously growing tomatoes.
The generator is for the special Grow lamps required for big, healthy,resinous tomatoes.

the tin foil over the window makes your room dark and keeps it cooler. maybe he works 3rd or 2nd shift. and maybe the generator is incase the power goes out. ask him.
