No, not required, but inversely expected.
You are not required to wear anything special to an interview, however it is your first and sometimes only chance to make an impression on the company.
Expectations exist such that you should dress a certain way. Dress professionally. Pantyhose over stockings defiantly. Nothing with any pattern and not a bright color. I recommend nude or something that matches well with your skin tone. Nothing with a high shine factor to it as it will draw unwanted attention to your legs. Also, pack an extra pair in your purse in case you get a run in them before the interview.
Good luck, and be confident in your resume!
The better you dress, the more you show your interest in the position you are interviewing for, and the more you show that you respect yourself!

It depends on who is interviewing you. Men have absolutely no idea what is correct business attire for women, outside of not looking sloppy or overtly sexual. A woman interviewer however will know exactly what you should be wearing and will judge you on such things as pantyhose with a skirt which must be of the correct height, correct shoes, purse, just the right amount of makeup to look groomed etc. Pick up John T. Molloy's Dress for Success book for women from amazon.com if you really need good info on this.

It depends on the dress code of the company to which you are interviewing for. Most companies do require that women wear pantyhose when wearing a skirt. I would wear pantyhose just to keep it on the safe side.

Yes, I say it would be required. I would wear a nude hose and black shoes. Go for a pump type of shoe nothing too stylized with that skirt suit blouse combo. Hose will make your outfit much more polished. Good luck and I hope you get the job.

You should definitely wear hosiery. Pantyhose are OK but thi highs are becoming more popular with younger women. I would wear off black or suntan hosiery. Navy sometimes are hard to find and don't match right, and cream is more for casual occasions. Stick with the neutral to darker colors for the office. Bare legs look cheap in business clothes, and pumps are much better than sandals.
