No, it is not true. The story about something called the "Philadelphia Experiment" was a rumor started by some people who saw one of the first ships equipped with degaussing coils to prevent them from exploding magnetic mines, and, not knowing what the degaussing coils were, let their imaginations run away with them. The transpositions in time and space that are often attributed to the ship in the story are physically impossible.
