I am looking for a black light, something between 12 an 20 inches long.
I've seen them on Yahoo answers at one time but I can' find the links. I'd appreciate ant help you can provide.

they are just a special type of Fluorescent light... they sell the bulbs at Home Depot or Walmart (or comparable stores). Any Fluorescent light fixture will work. Avoid gimmick stores at the Mall you'll pay WAY to much

I would say Spencer's Gifts as well. They have all sorts of black light stuff in their store, so I'm sure they sell the lights too.

Generally all stores that sell LIGHTING will also have black lights. Your best bet however will be any party or specialty stores like Hot Topics and Spencers in local malls carry them too.
Anywhere they have black light posters they will usually have black lights.
