it is a three poll box and if you test for ground to neutral bar you get a 120 -volts

the panel is a main panel after a secondary transformer and before several sub panel. the open ground was discovered when i plugged in my motor home it has a system watchdog to protect the electrical system. so i tested from the to the hots and get a 208 then it drops to 120 the same tipe of reading from nuetril to hot ground to nuetril i have minus 40 right aftere you on then it will build to minus 120

you should never get voltage from ground to nuetral bar.. sounds like a neutral bonding jumper was not installed to ground...

Not exactly sure what you mean by electrical box or why, but if you had a qualified electrician do it then Id have him back in a hurry. Sounds like he managed to cross some hot wires and before something happens, shut the box down. Dont know how qualified you are in attempting this but if in doubt dont do it as elecricity is unforgiving and dangerous. I think he got the neutral and one of the three hot lines crossed. I would say the ground is wrong but dont understand why you dont have a direct short between ground and neutral as they tie together at the panel unless you have an isolated ground like hospitals use. If youre not sure of the guy who did find another, this is serious stuff

You said you have an open ground, how did you determine this. The ground and neutral are bonded at the meter can and sometimes in the main panel also, but neutral to ground should read 0 volts. Not sure how you are checking the box, is this a outlet or a box?

You should get 120 when testing from the hot to the neutral bar.

Sounds like you are getting a feed back. Test the ground to the hot and if you get 120 your ground is good

Are you using your neutral bar as a ground bar also? Is your neutral bar insulated from the panel? what type of 'box'? Is it a main panel? sub-panel? commercial? residential? or is it a j-box or switch box ... this info could help get your answer quicker.

Get who ever changed it back out and make them fix problemfor you.
