Yes, the 4 wire plug has a seperate spot for a ground another for the neutral and two for the hots. In a 3 wire plug the neutral and ground go together. In a home the neutral and ground tie together at the electrical panel anyway, so just put your neutral from the 3 wire to the neutral on the 4 wire plug

You could put a 4 wire cord onto the range

A range is normally 220V or two lines of 110V and a ground, you better know what you're doing cause you can cause a fire in your house or whatever you want to do this, now the household current has also 3 wires but one is dead and the other is ground..☺
