The most important thing is to define your personal style, and from what you said, that seems to be your goal..so you're off to a good start. Do not--I repeat--do NOT try to dress a certain way, in hopes of becoming a part of a clique in your school. Being 'preppy' is *not* something to aspire to. You are a beautiful person, because you are intelligent. As someone who does not try to conform to her peers ideas of what makes someone popular and accepted, you rise above the rest. I was the same way when I was in high school. I got along with everyone, but connected with very few. I was neither preppy, nor a nerd; neither goth, nor talkative. I spent my time working on art, reading, and writing. Sure, it can get lonely, but it's far better than trying to fit in. And I promise you, once you are out of high school, you won't regret it for a moment. They don't tell you this, but I'll let you in on a secret: In the real world, no one cares about who you were, or how popular you were, in high school. Trust me.
Oh, and good move with avoiding Hot Topic. It's just as conformist as American Eagle.
Moving on.
First, don't be afraid to try clothes that aren't baggy. Whilst loose-fitting clothing is always better than something far too tight, there is no shame in wearing something that fits your curves. Where jeans/pants that are snug, but hang well; comfort is key. A nice, quality pair of jeans (a dark wash works with many outfits) is the best staple you can buy for your wardrobe. Try on many pairs, not stopping until you find the pair that you know you could wear forever. Find shirts that hug your curves, rather than hide them. I'm not telling you that you need to try to be sexy, just don't be afraid of your natural shape. You don't want anything too clingy, just something that hangs well, without overpowering your figure.
Second, know what colours work for you. Try on various shades to see what compliments your skin tones, hair, and eyes. Everyone has a few colours which bring out not only their inner glow, but accent their personalities as well. Discover which colour that is for you. If you have pink undertones in your skin, as well as lighter hair, you may opt for light, cool colours, such as pinks, blues, greens, and ivories. If you have yellow/tan undertones, go for warmer shades, of yellow, red, orange, brown, gold/bronze, etc. Black and white can work on everyone.
Third, what are your loves? Find outfits that compliment your interests. Do you have favourite singers or bands? Find shirts (again, not baggy) for those artists, and wear them under a well fitting blazer. Do you have a romantic side? Look for some lace...long sleeves, slight ruffles, buttons. It's vintage, it's feminine, it can work with jeans, a blazer and flats (or heels). Find some jewelry that is unique and interesting. In fact, keep that in mind when you are shopping all the time. Find a few pieces that interest you, that don't look like something everyone else seems to be wearing. A good way to find unique pieces, is to go to thrift stores. You'll have too look around a bit, but once you've trained your eye, it'll get easier. You can find some amazing pieces for perfectly reasonable prices.
Personally, from what you've said, I think you would do well to buy a few sweaters (the kinds that button and/or zip up..hoodies are always nice), and work with layering. Buy some tanks and long sleeved shirts in various colours or prints, that you can wear under these sweaters. You can do the same with some nice blazers, velvet and fitted. You can find these in thrift stores, if you don't want to shell out $50 like an insane person. The key here, is to find a few accessories that are yours, and yours alone. Likesay, some interesting jewelry, some fun shoes, a unique bag, or even some vintage hats.
One rule should always be on your mind when shopping. Do NOT buy something you are not in love with. If you are the least bit uncomfortable, keep looking. When you find a piece of clothing that is perfect for you, you will know it. It will be comfortable, the colours will look amazing, and you will glow.

You may like some of the styles that J. C. Penny's carry. Their Arizona Jeans brand aren't too trendy and have some nice colors. They have a nice green Cable knit V-neck sweater that would be a good choice for the colder weather.
Try wearing some jeans that aren't so baggy, but more fitted. The levis bootcuts are nice with a pair of black ankle length boots.You can wear black, if you stick with them on the lower half of your body; pants, skirts, etc. and leave the top part for more neutral or colorful shades like green, red, blue and tan.

to be feminine, you cant wear baggy clothes! sorry hun, but actually, you can wear a pop over sweater thats a little big, it looks cute with a denim skirt.....hollister has like the cutest fleece ever!
try layering some cute lacy tanks and sweaters and maybe some jeans and tuck them into uggs, but only get the classic tall uggs if you are going to get them, bcuz short uggs with jeans tucked in looks lame, no offense to other people....skirts can really compliment your legs and also give a feminine look and leggings look really cute under denim skirts! but dont get a skirt thats too short, cuz then youll look like a tramp. n thats not the look you want!
