Here are the reasons, and this is more animal instinct than rational thought.
1. Breasts serve as a sign that a female is no longer a girl, but a sexually mature woman. So they say to men: this female is ready to mate with.
2. They are one of the more obvious differences between a man and a woman (other than genitalia), so they become almost as sexually significant as the vagina. That is why the "tit wânk" is a popular sexual practice.
3. Of all the physical differences between man and woman, breasts are the easiest to hold. A man can clasp all, or most of, a breast in his hand (all up to C cup, most from D upwards). The next favourite part of the female body for clutching is the bottom, but that is always much too big to fit in a hand. Other things like longer female neck or the vulva can not be held in this way.
4. A man soon learns that women enjoy breast stimulation. Not only that, but there is a very real relationship between breast size and sensitivity. The larger the breasts, the more sensitive they are. Fortunately there is a similar relationship at work with men. The more a man like breasts, the more attention he is likely to give them (obviously). So a large-breasted woman is likely to have a "boobs man" for her partner, and she will derive immense satisfaction from the amount of touching, stroking, squeezing, kissing sucking etc. that she gets on a regular basis. Conversely a lady with small breasts is likely to be much less sensitive, and to have a partner who is relatively disinterested in boobs.
