My ISP is severely throttling FTP, p2p, msn transfers, infact anything that involves transferring files (including email).

Whats the best way to publically humiliate them to force them to change their policy?

The best way is probably to create a negative website. This will cost you considerable time and money, but if done right it can be very effective. Most of these similar sites use a domain name like: myispsucks.com or something similar, however, you could also do the same with a blog, and a series of blog postings. Having a guestbook or comments will allow others who share your complaints to post as well. An effective website can of course be promoted in online communities and sites where your story might be of interest. You can build up substantial traffic, and sites like that sometimes get picked up by news aggregation sites like slashdot or digg.

You need content for such a site however. Documentation of your issues at very least, and this needs to be scientifc, not just a list of your complaints. Also I would think that to have any credibility you will need to show that the ISP is doing this deliberately, so you need to document your effforts to contact them through their support channels, and be meticulous about documenting these contacts, proving that they deliberately are ignoring your requests for support.

Make sure you know what you're doing. You'll look pretty dumb if it turns out that it was something wrong with your home network or PC that was causing your problems, not to mention, you might find yourself on the losing side of a lawsuit.
