Contrary to what Mike J said, being poor is not a result of laziness just like being fat isn't the result of being lazy, either. Both are socially undesirable conditions so we assume that the only way to get to that point is laziness, not that there might be greater dynamics which contribute to it all.
I can only speak for the United States. To be poor is not a sign or symptom of laziness. It is a combination of things, usually, that usually starts with a low level of education. Many of the jobs available for people with little to no education are also low paying with no benefits, such as health insurance. So, people who have low education are forced into a usually kind of crappy workplace with no hope for future advancement, low pay (typically the minimum wage), and no medical benefits. What this means is that if anyone gets sick or injured, it must come from out of pocket. If you have insurance and you see your medical bills, can you imagine having to pay every cent of your medical care?
A reason for low education is not only a generally low quality of education but education might not be as high of a priority as paying the bills. I have seen many young kids drop out of school to get a full time job to help their families ends meet. So, these kids are leaving school and their oppurtunity for education in order to help the family out. It is respectable but it is, ultimately a trap.
Moreover, not only are the jobs kind of crappy which are available to people with little to no education beyond high school but also the amount of vocational work has greatly decreased. In the past, going into a vocational field was a great way to become upwardly socially mobile but now, even vocational education has a great price on it and is being outsourced to people who will work for cheaper.
Genetrication, I'm sure, is contributing to poorness. In short, genetrification is the buying out of neighborhoods with affordable housing to turn it into a high-cost are of housing. This happens a lot in cities. So what is happening is that the people who were living in affordable housing in the city are bought out but then have no where to go. So they move out farther and farther, perhaps eventually into the suburbs where there are not too many job oppurtunities for people with little to no education. Money and time is spent on tranportation back into the city, which not only takes away overall capital but overall time which otherwise could have been invested in to education or something else.
Poor is just NOT a result of laziness. I think that the larger societal structures which don't allow for poor people to have the same benefits of everyone else contribute to and kind of keep people in poverty.
For further reading on this, while I don't think it's the greatest sociological book in the world, it does illustrate a point. Read "Nickel and Dimed" by Barbara Ehrenreich or something like that. She is a journalist who moves across the country 3 times to hold jobs which the working poor tend to have. The book is about how she survives as a person who is of the working poor and the trials they might have.

What makes people poor? No education, low paid jobs or no jobs at all. Poverty in generations (i.e. the child of a poor family is very likely to be poor as a grown up too). Too many children and too little moeny to support them.
Education is the main thing to get people out of poverty.
Tes, the poor have a great effect on the community they live in. There is more crive, illness and desolation.
Who is to blame is a big question. I would say definitely the political system.

1)People are poor due to making the wrong choices day after day regarding thier finances.

3) Education on changing the way they are doing things.
4) Yes it effects a community... due to the fact that poverty usually is where the criminal minds begins.
5) It makes me upset with those whining within it, yet they do nothing to make a change.
6) If you are poor YOU are to blame. We all wake up everyday with decisions to make regarding our finances. The rich and poor simply make different decisions. We are all where we choose to be!

Lack of wealth distribution by corporations and rich countries
In order to have just one rich person they have to be thousands of poor people.
Self-Motivation and self-believing along with will and knowing where you want to go can get you out of the marginal classes.
Poverty can be vanish when rich countries begin condoning the debt of poor countries
Authorities on each nation are to be blame

In developed nations it boils down to laziness and low education and skill, so stay in school & take personal responsibility for you station in life.
In undeveloped or developing economies corruption can have a large effect on poverty

In developing countries, they have no choice.
In richer places, it's being brought up with low expectations. I was brought up quite poor and thought I always would be. Then when I was 30, I went back to school and now I have a good job. I'm still surprised, I thought it was impossible for me!
