What is the folder for?? If it is one you created on the local drive, it should stay as read only. If it is a folder that some sort of software application created, the software application may prevent it from being changed.

If your on a client/server network, the administration may have overided it so it cannot be changed or you do not have the rights to change it.

Many things could cause this, but not for sure without knowing what the folder is and your setup.
