You don't. The legitimate publishing world (NOT the on line cheesy stuff and vanity publishers) is a very tightly controlled business and VERY FEW people are successful in it. Start by gaining some experience on the school newspaper and take writing classes. Then see where you're at. (Also, learn grammar and spelling. It will help a lot.)

Try entering stories into young literature contests. This is your best chance to get anything published.
