You can buy them off the jukebox on your access apps on your cell phone
Or you can go to Verizon or Alltel or wherever you have service and buy it from them,
Or you can record stuff with the microphone if you have one and set it as a ring tone.

Does your carrier have a website ?if so then go to their website and click on ringtones, you will have to have internet and text just for the ringtones then block them.
