It sounds like a badly ingrown hair - this could be if it's red like a pimple and has a white dot in the middle. Sometimes they can become solid red or purple.

Ingrown hairs usually appear on the shaft near the pubic area or the surrounding pubic zone.

But more then likely it is, sebaceous prominence.

Is it on the surface or under the skin? If under, it could be thrombosed vein ( blood clot). These are usually not too painful. You may try and take one asprin a day, heat the area with a hot cloth, and massage the lump to break up the clot. Asprin is a blood thinner and helps break up clots.
It it lasts more than a week, or if it is very painful, it could be something more serious, such as a tear in your tunicia. In this case, see a urologist.
