My sister and I just got Tales of Symphonia today, and we love it, but on the case, it says the game is 2-4 players. However we can't seem to access the 4 player mode thing. Can anyone tell me why?

The controller ports 1-4 control characters 1-4. If you press Y, go to the menu and then press Y again to switch characters. Then go to tech for that character and then select manual, semi-auto or auto. The unused ones should be auto. The human ones are manual. This may also come up. If you see a move in blue, that means you can learn it. Example is spell called Spread for Genis. Aqua Laser for S. You need to perform the corresponding spell or tech around 50 times to activate it. By the way, when you get to the Tower of Salvation, you may think Colette will regenerate the world, you finished about 1/6 of the whole game. Get ready for major plot twists. Another thing, when you fight Yggdrassill for the first time, just give up and die. There is no way to win. Don't waste any items. The game will continue. Once you get to Ossa trail and go in the cave, you will see a bouncing skull. Expect to lose to him too the first time. He is the key to getting the best weapon for Lloyd. You have to fight him 3 times total. He is the second hardest boss in the game. He's optional though. Abyssion is the hardest boss at the end of the Devil's arms sidequest. On mania, I was level 140's (with 10x Exp Grade Purchase at end of game), and he massacred me. That looks like enough to get you started and enough to anticipate the game. I am currently on my fifth playthrough and I still don't have everything. I will tell you more if you ask another TOS question.

this is not wasteful to purchase a activity only for the multiplayer. yet particular I consistently play the single participant too @Owen this is not anti-social to be apart from society together as you play a video activity, this is anti-social if what you do has a adverse effect on society, i.e. attacking an old woman, and then punching a toddler.
