That actually depends on what you are talking about and what are your personal priorities.
If you prefer the things that are notable and long-lasting, I am sure you'd choose Quality. It may refer to quality time, quality products, quality services.
However, most of the high-quality products and services are expensive. Here comes the reason why people tend to choose quantity over quality: Practicality.
Why do people love the word "Bargain sale" and "free"? If you could get a lot of something without spending a cent, wouldn't you also fall for it?

OoOoH, but not in those restaurants where they tell you that only because in their opinion the food has a "high quality", they serve you a little thing you can bearly see and charge you as if you ate an elephant.
