Instead of spending money on just one item, I like putting gift sets together, so I can give practical gifts mixed with fun or decorative items at the same time. At Christmas, lots of store sell items ideal for stocking stuffers, so you can mix and match. You can make or buy a stocking, and add her name with sticky letters or a glitter pen, before you fill it with goodies.
I would include at least one major/practical gift, such as a book or gift card, and fill the rest with little fun surprises. Dollar stores have cute items, some practical, but all inexpensive. Drug stores sell scented bath bar cubes in sets ideal for gift baskets or stocking stuffers.
For the same money it costs to buy wrapping paper, a card or gift bag, you can present your gift in a decorative basket or stocking, along with fun jewelry, chocolate, bubble bath or other cute items. You may have just as much fun putting it together as she will opening it up.

Why don't you save some money and give her something that is from your heart. Why don't you make her up a photo album of the 2 of you. Write some special things in there and even write her some poetry or something to add to it. Throw a lock of your hair in it and other special momentos of you or the 2 of you. If I were her, I would love that more than a gift certificate.
