Tried to turn motor over by hand it wont budge.

more than likely the engine went south, replace it with a 350 and the world will be good again.

It is not good. You may have broken something in drive line also. In our race engines we have bent valves from breaking drive shafts and engines and the engine over revs. IF this is this case you may have bent or broke a valve and a may be preventing one or more cylinders from turning over. I recomend pulling a couple of plugs and see if water comes out or is in the cylinder. Also pull the dipstick and see if the oil looks like grey goop. If you don't have water anywhere you may be able to salvage the engine, as long as a piston didn't get cracked. If you are lucky might just need a couple of valves and a valve job.

I'd say yes, but I'm curious why the rev's increased?
How fast was it spinning when it failed?
For example, if you have a manual trans, some types of clutch failure can act like a ceased engine.

yes probably take off all the belts then try or its sized up
