The North Star (Polaris) is at the end of the handle of the Little Dipper. The two stars at the end of the Big Dipper's bowl point to it.
Most of the other stars of the Little Dipper are fairly dim, so you could have trouble making it out unless you're well away from urban light pollution. Polaris itself is almost as bright as the brightest stars in the Big Dipper, and should be easy to see. So you're probably just not looking in the right place.

The North Star (Polaris) is still there. It isn't at the end of the Big Dipper but the end of the handle of the Little Dipper.
It is only a medium bright star and isn't always visible in urban areas due to light pollution. Some people assume because it is so important it must be a really bright star. From a city, it can easily be missed. Best to get away from city lights and then the whole Little Dipper becomes very obvious.

Follow the two stars in the end of the dipper part of the Big Dipper, from the bottom of the dipper past the top, and they point to the north start. By the way, the north star is a cepheid variable star, but the variation isn't too great and unless you are an expert you won't notice it.

Perhaps cloud cover obscured your view of Polaris, the North Star. Or possibly the light is being overwhelmed by city lights in your area.
Be sure you are looking in the right place. Polaris is the tip of the handle of the Little Dipper, not the Big Dipper!

No, it's still in the same place. You may have some fog or smog problems, but it is still there.

Yes, it moved. The northstar got cold in the winter and moved down south where it is warmer :-)
