Yes. It is a proxy server with an IP Address. Anything that connects to a network(including the Internet) will use a IP Address.
IP proxies are usually just the address you enter in the proxy settings of your browswer. IP web base proxy's are just servers that host a site with an interface that you can use. But still needs an IP address.

the proxy ip is the ip of the computer that is responsible of the internet.
To make picture clearer to you.
When you have a company, and you want to manage the sites your employees visit on the internet, you'll have to install a proxy server. on every computer in the company, you put in the internet explorer of the computer of the employees the proxy ip of that server and than you can track the sites they visit and forbid them from visiting some sites.
Besides, if an employee removes the ip of that proxy server from the internet explorer options, they won't be able to be connected to the internet.
A proxy server has more functionalities, it helps caching sites that are visited with a certain amount of time, in order to consume the bandwith to the internet in a more suitable way.

no the IP address is a number that's assigned to your computer when you connect to the internet..
an IP proxy is a server that you connect to that hides your real IP address.. making it appear that you have the same IP address as the proxy
