I go through different scale patterns all over the neck for an hour everyday, I'm not even a speed player, but I'm faster than most speed players.

If you are trying to get to a new speed on the metronome play 10bpm past your limit for awhile, not perfectly, but keep up as much as you can, when you turn it back down your desired speed will be easier. Obviously make sure the conditioning of your 3 and 4 fingers are balanced out to the other two in your hand.

Most musicians upstroke is weaker than their down stroke. If you have the time, do only upstrokes for a month or two, in every exercise you do, adjust the metronome accordingly and still try for accuracy and to increase speed.

Economy picking is a must to learn if you havn't already.
