When someone posts something in response to your entry on a certain site, is the IP address they have ALWAYS THE SAME from their computer? Like, is their shown IP address their permanent one for their computer, or does it change?

It can be, if the person has a Static IP address, but more then likely it will change periodically. Dynamic IP address are much more common these days.

If you have a static IP it will always be the same.
If you ISP does not provide you with a static IP then the IP will change between the IP range availble for the ISP

IP addresses can be static or dynamic, but regardless, the ISP can track to your account and your specific IP for a given period.

It matters of what internet subscripsion you are signed to.
