Try it with your back against the wall for support. After you can do that and hold it for awhile, try moving a bit away from the wall. Continue inching away from the wall until you can do it without the support.

do a handstand against a wall where you face away from the wall when your on your hands and kick up into a handstand, or you can face the wall and walk up the wall with your hands ont the floor and feet against the wall moving hand hand foot foot
or you can do your best at a handstand and have a friend grab your legs on the way up and pulling them up the rest of the way until you are in a handstand
It sounds like your just scared of falling though and thats why your not going all the way up, just get your legs up all the way and let yourself fall a few times, it doesnt hurt and then you should be fine

try standing on your head against a flat wall and pushing off just a little until you get your balance and soon you will be able to stand alone without falling over. it just takes a lot of practice. good luck
