My tap does not appear to physically rotate to the off position but the water slowly decreases until it stops. Seems to only do this with the hot water tap in my sink.

it sounds like you need to replace the stem on the hot water side of your faucets

There is some debris in the supply pipe\hose under the sink.

When you turn on the water, the turbidity of the water flowing up stirs up the debris and it works it's way up to the valve and plugs it up.

Then, when you turn off the water, all the debris settles back down to the lowest point waiting for you to turn it on and plug it up again.

Remove the hose to the bottom of the faucet, put the hose end in a bucket, open the shutoff valve, and run untill the bucket is half full.

Reconnect it to the faucet. And try it again.......

if you turn off the hot water valve under your sink,you should find a small scrue on top of the hot water handle u use to turn the water on and off, remove the scrue,remove the Handel,u may just need to replace the little black rubber gasket.It's about 10 cents at the hardware store,if that doesn't work,tell your landlord,he has too fix it,leaky "hot" water can increase hot water bill.

it could be that the hot water in the pipe is making the rubber washer expand to close the valve....something that can not happen with the cold tap

Are you on a well, or city water? If you are on a well your pressure tank or pump may need an adjustment.
