Yes- Ryan is still in the band according to their official website ! Check out the first link below ! :o)

Brendon Urie - Vocals
Ryan Ross - Guitar
Jon Walker -Bass (replacing Brent Wilson)
Spencer Smith - Drums

Panic! at the Disco was formed in the suburban area of Summerlin, in unincorporated Las Vegas, by childhood friends Ryan Ross on guitar and Spencer Smith on drums. Since the age of thirteen, the two played blink-182 covers in bands of different formations, but finally recruited Brent Wilson on bass and Brendon Urie on vocals and guitar. One theory of the origin of the band's name is from the song Panic! by The Smiths. The main theory is that the band's name originated from a song written by Name Taken, titled Panic.

ok, it was started by ryan and spencer...and ryan was the priginal lead singer the two of them started in like the 7th grade...they played blink 182 songs mostly....then in like 12th grade they recruited brendon who was the lead guitarest and then one day they heard brendon sing background vocals and realized he was better than ryan...so yeah then they got brent to be their bass player but for as brendon calls" scritcly musical reasons" let him go and recruited john as the'yre new bass player. by the time they go john they had already release their albuma fever you can't sweat out and several videos...so they were discovered by pete wentz (fall out boy) so yeah they're from vegas and they're my favorite band
