Do you have Windows XP with SP2? SP2 stands for service pack 2, which includes a popup blocker for IE 6. It is a decent popup blocker. If you want something more robust, someone mentioned Google toolbar and it is an excellent choice. The Google toolbar is free and effective. For a more complete list of free popup blockers, try "46 Best Ever Freeware Utilities for recommendations." (http://www.techsupportalert.com/best_46_free_utilities.htm#18)

You can test the effective of your popup blocker by running tests on it at (http://www.popuptest.com/). It is a great site. The site, with your premission, will run a series of test to circumvent your popup blocker. In addition, the site also includes a list of both free and commercial popup blockers.
