We had a flood in our basement and all the carpeting we had got wet. We didn't pull it up right away and now (after we did ) the cement floor is filled with black mold and who knows what else. What should we use to clean it that will kill the black mold and any other kinds of molds or mildew that might be lurking there.

Bleach will not strictly KILL it. If it happens to get to walls, removal of the drywall is the best step.

I recently replaced 11,000 sq. ft. of flood damaged drywall attacked by black mold, after the management attempted bleach.

Black mold attacks absorbent, welcoming surfaces. In the case of drywall, black mold only attacks the paper and paint, not the gypsum. In the case of carpet, wood, and concrete,it will continue to manifest, unless the carpet is removed, wood is removed, and concrete is sealed,,,then de humidifying is a constant.

Take your scrub brush and scrub bucket down to the basement right now. Warm water and any soap or detergent. Scrub the affected areas thoroughly. No kidding!! You've already exposed the mold spores to your entire house. Black mold isn't anything to fool around with. Wear a mask. You've probably already waited too long. So, get to it. Once you're done scrubing let the area dry completely. Use fans to aid the drying. Easiest kill agent for the general public is hydrogen peroxide - it comes in gallon jugs. Depending on the affected area buy accordingly. Pour peroxide on the mold areas just as you would pour it on a wound or cut. Be liberal. Let it soak in and do it again. Let it dry. Do it again. Let it dry. Scrub the area with it - rub it into the concrete real good and deep. Keep an eye on this area and make sure your basement is temperature controled or leave a running fan down there to control humidity.
In the future, tend to basement leaks immediately and completely.

Well my friend, you heard wrong: See you should ask the right people.
I had my own construction business in Las Vegas for twenty-five years, my wife had her own cleaning business that run in conjunction with mine, she had five people working for her.

Occasionally she had this problem. Bleach and hot water with elbow grease. Than Lysol and dawn and hot water. You have to scrub, nor doubt but it takes care of it.
My daughter just went through this on her farm. She then used a dehumidifier and fans to dry it good.

Black mold is real bad for your health so, use masks, stop at a health store and tell them what your doing, they'll get you set up with the proper masks and wear rubber gloves. I wouldn't really suggest you let any small kids play around this until you clean it up. Good luck.

First and foremost you should have the mold tested to verify what it is (mold or mildew and type of mold). If it is just mildew then no problem taking care of it yourself. If it really is "black mold" then you need to have a professional mold remediation done, it is just too dangerous for a layperson to deal with. It can be deadly if it is black mold and not worth the gamble.

I recommend a swab test and air quality test. More $, but worth it for your and your family's health.

the EPA guide is quite informative (see below)

You heard wrong. There are only to things that will definitely KILL mold on contact, Chlorine Bleach or Fire. I would not suggest the last one for use inside a home.

Buy an ozone generator.

Ozone kills bacteria, mold, viruses, and gets to the stuff you can't reach or see.
