This is a song that becomes a hit slowly, breaking in different parts of the country at different times. An example of this is "Amos Moses" by Jerry Reed which was on Billboards Hot 100 for a long time in 1970. Another definition is a song that becomes a hit unexpectedly.

A "Sleeper Hit" is usually a movie that doesn't get big advertising yet gets great reviews. Usually with few or no box office stars or directors.

a sleeper hit is a movie that does really well at the box office even though industry insiders did not expect it to. a good example is Napolean Dynamite, a little movie that became a cult classic and huge hit.

It's mainly related to advertising. If a film is not highly publicized but draws a big crowd from word of mouth.
It is sometimes associated with kitch, example: people see a film just to find out what everyone is talking about. Like a gross out scene or something. But it could also be a film of absolute quality that was a gamble for the distributor.
