This is really mean spirited. President Bush can't help being verbally challenged, you would not make fun of the mentally challenged, would you?

Yes, as long as the federal government mandates testing, children will all be taught how to take the tests. No Child will be Left Behind in the push for better test scores. Will they learn anything? That's a separate issue. You might want to ask again in the education topic.
