It's a normal reaction to cold that all people have - men, women, children. The skin senses the cold, the nerves make the muscles pull and boom - perky nipples, just like goose bumps only bigger. To make it not happen, or to go away, you have to keep them warm. This would mean never swimming and always wearing a sweater. That would suck. Sometimes you can rub them warm again, because friction creates heat. But that would look even stranger and definitely draw attention to you! Chances are, you are the only one who notices or cares, aside from the sex-addled teenaged boy, so try not to worry about it.

The cold air makes your muscles in your skin tighten up, pull back the blood flowing below the skin. Your body does this to reduce heat loss and keep the body warm.
