Associate Degree usually needs at least 60 credits. However, a certificate usually needs less than 60 credits. A college can offer a degree, and it can definitely offer certificates. A college can offer certificates, but it doesn't grantee to offer a degree.

An associates degree is higher. To be honest with you many companies are requiring a Bachelors now. Look into the company that you want to work with or the field that really interest you and then decide how you want to go about it.
