Actually, while executive leadership is important, the Congress plays a bigger role if Global Warming is an issue. They can introduce and pass the necessary legislation. The president can of course provide leadership on the issue, or veto a bill passed, but this more a topic for the representatives and senators. Americans somehow seem to feel everything is "Bush's" fault... how about looking more locally to those you elect.
