Do you mean in flowers, people, ideas? What? In flowers, it's the bud opening to produce a flower. In people, it's the personality and total being developing into the hint of what kind of adult that person will be. In ideas, it's the hint of the beginning idea beginning to take form with enough details to present a solid idea. Happy blooming!!

FLOWERS- the bud becomes a flower
the opening of a bud into petals which spread out becomes a flower.
That is blooming =)

If it's used as in, "I have no blooming idea what you're talking about" it's a substitute the Brits use for "No bloody way... " which is considered offensive. Just as we might substitute darn for damn.
