what is the timing for a mid-70's chevy 427 tall block truck motor?

If you are going off the timing tab / harmonic balancer - set it to
10 degrees btdc (before top dead center) , this will give you 10 degrees static timing advance. this is a good place to start, but they generally like more timing , when you start tuning.
