This means without borders, or no borders or as the French say, "sans frontiers". It would be sort of like the USA, where everyone is free to travel and move to any state they choose.

It means a Europe without borders, or boundaries.

If Europe was borderless I suppose it means people could travel freely around it, like it was one big country. In a sense its half way there (as members of the EU don't need a visa to visit other EU countries, and can work / live there).
