Is there anything you feel strongly about? Think about the last time someone made a decision that made you really happy or really angry...
Is there anything going on in your community or your school that people are going to be asked to make a decision about? For example, maybe your village hall is thinking of tearing down a park to build condominiums. Or maybe your school is considering removing (or has already removed) soda machines.
If you're looking for national or global issues, here are a few ideas:
- should the govt reduce the amount of taxes collected on each gallon of gasoline?
- should we have stricter gun control?
- should the US continue its membership in the United Nations?
- should animal testing be outlawed?
- is capital punishment reasonable?

The easiest way to get a topic is to pick something that YOU really, really want, and write to convince the teacher that you deserve it. That will make the report more from the heart, which should help your reasoning.
